Central Utility Plant Commissioning

The Owner is constructing a Research and Technology Campus in a downtown urban center. The campus consists of a 500,000 sq. ft Research Facility, accompanied by a 900 car Parking Garage and a 50,000 sq. ft Central Utility Plant. The Central Utility Plant includes over 5,100 tons of chiller capacity, six cooling towers, over 1,000 HP of pumping capacity, 3,000 HP of boiler capacity, electrical switchgear, lighting controls, standby generator, as well as controls and life safety systems. The Owner needed to bring the facility on-line as quickly as possible, and to avoid unnecessary startup delays due to miscommunication and/or system malfunctions. The Owner also required thorough documentation of the facility commissioning process, as part of the baseline for their building operating standards.

Hallam-ICS was retained as the Commissioning Authority for this project. We began by developing a comprehensive Commissioning Plan, which served as the “roadmap” for check-out and start-up of the facility. Hallam-ICS led a commissioning kickoff meeting, in which all stakeholders were present. Using the CODE process, Hallam-ICS defined the requirements and methods to be used for project communication, oversight, deliverables and expectations.

Hallam-ICS maintained the ongoing Active Commissioning Issues List. Commissioning activities were reviewed in the weekly project meetings.

Hallam-ICS developed over 500 construction (pre-functional) checklists, and over 100 functional checklists for this project. All commissioning documents were tracked and maintained by Hallam-ICS.

Hallam-ICS also witnessed on-site commissioning activities, and developed the Final Commissioning Reports.

Hallam-ICS’s role during the construction and commissioning phases of the project greatly improved the communication and coordination of activities between the different project stakeholders. Issues were identified sooner rather than later, and were tracked and resolved in a timely manner. Communication “gaps” were minimized. The Owner obtained a complete set of commissioning documents at the conclusion of each project phase.
